太原市、各专、县:为了克服财政困难,节约支出,整顿收入,使国家財政收支趋於平衡,中央人民政府政务院第二十五次政务会议通过之「统一管理一九五○年度国家財政收支的决定」,业已公布实施在案。为保证这一决定彻底实现,兹作如下具体规定:一、认真执行统一的供给标准:新的统一供给标准,中央已通令执行,本府亦曾以財審字第一九○号補充指示在案。今后各级政民机关务须一律遵照执行,过去之一切单行规定即行作废,必须认真坚持各项制度的规定,未经请示中央批准前,任何机关不得隨意修改或灵活变通,即便某一规定在某一地区执行确有困难,需要变通时,亦须先行请示,经中央批准后始能变更,否则即以达犯制度论处。二、核实编制:全国统一的政民人员编制不日即可发下,各专务必按规定名额确实掌握,严格执行,不经上级批准,任何机关不能自行增加人员马匹。编餘人员迅速编造详细名册(表样附后),报经中央处理。在未报中央前之开支(一至五月份)暂由预拨之各专全年经费垫付,直至报经中央批回后再行归垫。
