终身学习服务体系建设是《中共北京市委北京市人民政府关于大力推进首都学习型城市建设的决定》中首次提出的概念。本文以北京市委、市政府推进终身学习服务体系建设的表述为依据,以北京市在推进终身学习服务体系建设的实践为参考,就终身学习服务体系建设的概念及其特点、终身学习服务体系建设的重点、终身学习服务体系建设实施中应注意的问题做简要、初步论述。
