为了适应建设市场发育的要求,我国于1992年提出了控制量、指导价、竞争费的改革措施,2003年7月1日开始实施基于建设工程工程量清单的工程造价管理新模式,项目造价管理推行政府宏观调控、企业自主报价、市场竞争价格、社会全面监督的管理思路。这使得我国原基于定额的传统工程造价管理模式逐步向现代建设项目造价管理模式转型,各行各业在积极研究和探索现代建设项目造价管理的基本原理和方法,为建设项目合理使用人力、物力、财力,实现项目造价的有效控制,以保证建设项目实现良好的投资效益和社会效益。
