国务院有关文件规定:“在国家规定的工资总额(包括工资指标)和政策范围内,对于企业的内部职工工资、奖金分配的具体形式和办法,由企业自己决定。”根据国务院指示精神,企业在进行内部工资分配改革中,可在总结30多年来工资工作的经验教训基础上,结合本行业、本企业工种和岗位的特点,解放思想大胆改革,建立起较好贯彻按劳分配、调动职工劳动积极性、提高职工队伍素质的工资制度。根据本市一部分企业的实践经验,工资制度和工资形式大体有以下十多种:
