上海市:新信访条例约束行政权力经上海市十三届人大常委会第三十八次会议修订通过的《上海市信访条例》,于4月1日起施行。《条例》中的限制性条款对国家机关行使权力的行为特别是行政机关的行为作出了进一步约束。新修订的《条例》明确了信访工作参政议政和权利救济两大核心功能。今后,信访事项从受理到办结,整个流程也有了明确的办理时间节点。根据《条例》,信访工作机构收到信访事项后必须予以登记并在15日内进行处理;自受理之日起60日内予以办结。如果情况复杂的,可以适当延长信访处
Shanghai Municipality: Restricting Administrative Power of New Letters and Visits Ordinance The Shanghai Regulations on Letters and Visits, as amended at the 38th meeting of the 13th NPC Standing Committee of Shanghai, came into effect on April 1. Restrictions in the “Regulations” further restrict the exercise of power by state organs, especially the behavior of administrative organs. The newly revised “Regulations” clearly defines the two core functions of participating in the work of petitioning and discussing politics and the right to relief. In the future, letters and visits from the admissibility to the conclusion, the entire process also has a clear time for handling points. According to the “Regulations”, letters and visits to the work organization received letters and visits must be registered and handled within 15 days; from the date of acceptance to be done within 60 days.
