基础教育管理体制机制创新是改革和完善基础教育管理制度的必然选择,是办好人民满意教育的重要保证。潍坊市坊子区把改革开放三十多年来我国经济领域所取得的成功经验引入到基础教育管理制度中来,通过对基础教育人事制度改革、分配制度改革、管理制度改革、投入渠道变革、考评制度改革,推动权力制衡原则在基础教育领域延伸,简政放权,把权力下放给最该拥有权力的部门和机构,实现了基础教育管理体制机制的创新,对我国目前基础教育来说,其改革借鉴意义堪比当年农村改革的“小岗村”。
