我军建设指导思想实行战略性转变以后,生产经营在规模格局、管理方式、内外环境等方面都发生了很大变化,与之相适应的干部战士的思想也受到一定的影响。本文试就加强军队生产经营的思想政治领导问题谈几点浅见。一、契约关系与领导关系在部队生产经营工作中,不少单位借鉴地方的经验,以行政上隶属关系的上下级为双方(或数方),采取订立合同的形式实行了承包责任制,这对于加强科学管理,提高经济效益无疑是可取的。然而,这里也出现了一个问题,即一些上下级为合同双方的当事人往往以契约关系代替领导关系,淡
