把人才作为一种资源,而且是第一资源来认识,这是我们党在人才观方面的伟大创新和与时俱进,表明了人才对于一个党、一个国家、一个民族的生存和发展的极端重要性。2006年,喜德县在全省181个县市经济总量排名150位,全州17个县(市)中排名13位,四川区域综合竞争力排名148位,全省51个少数民族县综合竞争力排名19位,其经济社会发展滞后度已显露得比较突出。经济社会发展应当依托人才资源的开发利用,如何开发利用人才这第一资源,已摆在我们各级党委政府面前的重要任务之一,因此,喜德(包括其他民族聚居县)应该把人才资源的开发利用工作摆在全省、全州一盘棋内来思考,按照州委州政府提出的“五加一”、“一推五”的人才战略思路,人才资源的开发利用要紧紧围绕“水能、矿产、农业、旅游、民族文化”五大资源,因地制宜、实事求是地结合好,依靠人才资源推动五大资源的开发和利用,推进凉山全面建设小康社会。
