1988年,湖南省委、省政府批准怀化地区为湖南省山区开放开发试验区。去年,国务院又确定怀化地区为全国山区综合开放开发试验区。两年多的实践使我们体会到,要持续稳定地发展山区农业,只有走深化改革的道路。怀化地区成为山区开放开发试验区后,我们认真抓了“三个开放”、“四个开发”和“五个改革”。“三个开放”是:通过宣传发动,使山区开放开发试验区建设的指导思想、发展战略和政策措施深入人心,冲破“山沟意识”的束缚,实现自我开放。
In 1988, Hunan Provincial Party Committee and Provincial Government approved the Huaihua area as an open development pilot area in the mountains of Hunan Province. Last year, the State Council also determined that Huaihua is a pilot area for the comprehensive opening-up and development of mountains in the country. After more than two years of practice, we have realized that in order to sustainably and steadily develop mountain agriculture, we must take the road of deepening the reform. After Huaihua became a pilot zone for mountainous areas opening up and development, we have seriously grasped the “three openness”, “four development” and “five reforms.” “Three Openness” means opening up the guiding ideology, development strategy and policies and measures of opening up and developing the Pilot Area in the mountains through propaganda and mobilization, breaking through the shackles of “ravine awareness,” and opening up to the outside world.
