黑龙江省海林市教师进修学校校长宋宝恩,为保护国有资产不流失,同建筑校舍的工程承包人庭上庭下斗争十几年……牡丹江辖区的海林市教师进修学校,负责培训全市中小学校长和教师,指导中小学教育教学和教育科学研究工作。为改善办学条件,1992年初,海林市政府决定,在海林教师进修学校平房的基础上,加盖一层校舍。
