Introduction This article discusses the process of radar system synthesis. In theory, this synthesis begins with a well-defined problem or purpose that is to be achieved in real and known circumstances. To turn this well-defined problem into a successful radar design, there is a reasonable system engineering process. However, in most practical situations, this sound process is disrupted by a variety of difficult or political factors that have an impact on the design process. Often, these effects have led to a series of developments that were doomed from the start to fail technically or economically. In the paper, some criteria for judging the success of product design are proposed, that is, a particular radar can be successful if it has more than two buildings.
