初中阶段是学生身体生长发育最快、最敏感的时期,同时又是学生课业负担较重的时期。在这一关键时期,学生保持经常性的体育锻炼,对他们的健康成长,乃至一生的健康生活都具有非常重要的意义。初中毕业升学体育考试工作全面实施以来,对推动和加强学校体育工作发挥了积极的作用,有敛地促进了初中学生积极参加体育锻炼,促进了学校、家长、社会对学生体质健康的关心。教育部重视该项工作近些年,为了做好初中毕业生升学体育考试工作,教育部多次下发有关通知,要求针对目前我国学生体质健康方面存在的问题,特别是运动素质和肺活量指标下降、肥胖学生人数较大幅度增多的突出问题,要把初中毕业升学体育考试工作作为加强学校体育工作的重要任务之一,切实加强领导,严格管理,认真组织实施。不同地域要根据当地学校体育工作的实际,研究和改进体育考试内容、方法。要积极推行将初中学生平时的体育课成绩和参加体育锻炼情况按一定比例计人体育考试总分的做法,以此推动初中学生积极参加体育锻炼,上好体育课。在贯彻实施中,我们一定要按照教育部通知的精神,努力把这项关乎广大学生健康的工作做好。要着力解决好“应试体育毅学”问题。体育考试项目及内容应以《体育与健康》课程标准的要求为基本依据,根据当地实际,选择一批锻炼效果好、易操作,能真实客现地反映学生健康水平的体育运动项目。考试项目可由学生在一定范围内自主选择。比如,江苏省常州市今年的考生就可以在三类12项考试项目中自主选择3项参加考试。

Different regions should study and improve the contents and methods of physical education exams according to the actual conditions of local school sports. We must actively promote the practice of taking junior high school students’ physical education grades and taking part in physical exercise according to a certain percentage of the total scores of physical education examinations, so as to promote junior high school students to actively participate in physical exercise and get a good physical education class. In carrying out the implementation, we must follow the spirit of the notice of the Ministry of Education and make every effort to do a good job in the health of the majority of students. It is necessary to make efforts to solve the problem of “study for sportiness”. The sports examination program and its content shall be based on the requirements of the “Sports and Health” curriculum standards. According to the local conditions, a group of sports activities that are effective, easy to operate, and can reflect the students’ level of health should be selected. Examination items can be selected by students within a certain range. For example, in this year’s Canton of Changzhou, Jiangsu Province, students can independently choose three exams in three categories of 12 test items.
