新形势下的村转社区,是农村改革、发展和稳定的必然趋势,是统筹城乡发展、加快城乡一体化进程、构建和谐社会的现实需要,也是巩固党在农村执政基础的内在要求。因此,社区党建就成为基层党建工作的一项全新的政治、社会实践。近年来利川市经济社会快速发展,但社区建设却起步晚、进展慢,村转社区的党建工作面临不少新的问题。只有破解难题,改变当前社区党建滞后的局面,才能为促进利川经济社会又好又快发展提供更加有力的政治保证和组织保障。
The transfer of community to village under the new situation is an inevitable trend of reform, development and stability in rural areas. It is an actual requirement for coordinating the development of urban and rural areas, accelerating the process of urban-rural integration and building a harmonious society, and also an inherent requirement for consolidating the party’s foundation for governing in rural areas. Therefore, the party building in the community has become a brand new political and social practice at the grassroots level. In recent years, rapid economic and social development in Lichuan City, but community construction has started late, slow progress, the village to the community face many new issues of party building. Only by solving problems and changing the lagging behind party building in the current community can we provide more effective political guarantee and organizational guarantee for the sound and rapid economic and social development of Lichuan.
