听了赵主席的报告后,结合本区的具体情况,进行了讨论。我们认为在检林专区地面辽阔人口分散的地区,发动群众作好普选工作,是一个非常艰巨的任务。因此,根据小组会讨论,提出以下几点意见,供大家参考。一、人口分散情况及其特点本区以靖边县八区为例,共有一百二十多个自然村,其中人口最集中的只有一個(芦子子)仅住十一户,其余各付三、五户者不等,甚至还有一村三户,分居三处;村与村距离三里五里、十里八里,有的竟达二十里以外。当然,这虽是部分山区和沙漠地带情况,但在榆林专区来说,类似这种情况各县皆有。上述地区的特点,不仅地而辽阔、人口分散和一户一族聚居,且群众文化落后,接触新事物也少。但人民具有勤劳,俭朴和性情忠诚,同时,都很热爱政府和相信干部。
