日前,中央发出了《中共中央关于在全党兴起学习贯彻“三个代表”重要思想新高潮的通知》。《通知》进一步阐明了在全党兴起学习贯彻“三个代表”重要思想新高潮的重大意义,突出强调了深刻领会“三个代表”重要思想的基本精神,明确提出了学习贯彻“三个代表”重要思想要着力解决实际问题,并就突出重点区分层次,切实加强组织领导提出了要求。这是指导全党兴起学习贯彻“三个代表”重要思想新高潮的纲领性文件,全省各级政府要按照《通知》的要求和部署,积极行动起来,迅速在全省兴起学习贯彻“三个代表”重要思想新高潮,开创全省改革发展新局面,加快推进富民兴黔宏伟事业。兴起学习新高潮,开创发展新局面,重点要在“新”字上下功夫。首先,要在坚持与时俱进上迈出新步伐,在坚持党的先进性上有新举措,在坚持执政为民上有新局面。其次,要使全党在对“三个代表”重要思想的时代背景、实践基础、科学内涵、精神实质和历史地位的认识上达到新高度。第三,要在解决现实中存在的各种问题,解决人民群众面临的困难上有新措施。第四,要在认真贯彻“三个代表”重要思想的根本要求、始终做到
