在电力市场改革的浪潮中,英国推出了新电力交易制度(NETA)与输电制度(BETTA),美国提出了标准市场设计(SMD)。在国外改革的基础上,我国也进行了厂网分开、竞价上网、打破垄断、引入竞争的电力市场改革。针对电力市场建设中的一些问题,提出了在电力市场建设中要改善竞争环境,使竞争建立在平等的起跑线上,促进资本、人力资源等要素在电力市场中的流动,最终完善电力市场的建设。
