治安行为是治安学的基本概念,是治安主体为维护良好的治安秩序依据治安规范对社会生产生活的控制和调节。治安行为的研究具有重要的理论价值和实践价值,一方面可以重构了治安秩序结构,丰富治安学概念体系;另一方面可以为实践中治安行为的方式和手段提供理论依据。治安行为是治安秩序的重要组成部分,与治安主体、治安客体和治安规范之间存在着相互作用,是治安关系产生,维护治安秩序动态平衡不可或缺的因素。理解治安行为不能从宏观层面出发,要重视实践中的具体行为。治安行为的构成包括四个要素,即行为主体、行为对象、行为尺度和行为手段,这四个因素相互联系,缺一不可。
