节目资料内容分发平台的建立,是广播电视行业探索版权交易新模式和整合版权资源新方法的有益尝试,更是推动我国广播电视产业发展和实现版权价值最大化的有效途径。本文旨在研究内容分发平台建设在版权保护方面存在的问题与不足,并从法律层面探讨“避风港”规则在其中的适用问题,同时对实务工作提出相应的建议与思考,以期对内容分发平台进行更科学的版权管理和更全面的风险防控,确保节目资料的高效交易和安全开发。
The establishment of program data content distribution platform is a useful attempt to explore a new mode of copyright transactions and a new method for integrating copyright resources in the radio and television industry. It is also an effective way to promote the development of China's radio and television industry and maximize the value of copyright. The purpose of this paper is to study the problems and deficiencies in the copyright protection of the content distribution platform and to probe into the application of the “safe haven” rules in the law. At the same time, we put forward corresponding suggestions and ponders to the practical work in order to disseminate the content Platform for more scientific copyright management and more comprehensive risk prevention and control to ensure the efficient exchange of program information and security development.
