图书馆有四个方面的社会职能:保存文化遗产、开展社会教育、开发智力资源、传递科学技术情报。“图书馆的社会职能在图书馆的发展过程中逐步形成,并在图书馆发展的不同阶段存在着不同的侧重点.”当今,中国图书馆社会职能的侧重点是什么?我国正处于要“集中精力把经济搞上去”的重要历史阶段,经济的发展呼唤着图书馆向社会源源不断地提供科技信息、市场信息、商品信息以及其它各类信息。经济的发展依赖于科学技术的进步,科学技术进步也对信息有高度的需求。因此,可以说当今中国图书馆社会职能的侧重点是传递科学技术情报。图书馆改革只有强化其情报职能,才会使其充满生机和活力,更好地为国民经济主战场服务。我国的改革给图书馆提出了挑战,也提供了机遇,而更重要的是后者。不论是大图书馆还是小图书馆,也不论是专业图书馆还是公共图书馆,凡是在自身改革过程中强化了情报职能的,就是抓住了机遇,就能够发展;反之,就失却了一次难得的发展机遇。
