“Going Out”: The Key Role of Topic Selection and Planning

  Time Publishing Media Co., Ltd. joined the workgroup of "China Book International" project as an official member in 2008, and has remained "going out" as an important strategy of its business development ever since then. Over the past six years, with consistent concern in personnel training, system optimizing, distribution channel expanding and program developing, Time Publishing Media Co., Ltd has released a great number of publications for external publicity and exported their copyrights to over fifty countries and regions in succession. Main publications such as China's Road, Chinese Red, Collection Series in Palace Museum, Complete Chinese Fine Arts and History of Chinese Arts have received special funding in name of “Two Projects” by the State Council Information Office and the “Classical Chinese International Publishing Project” by the General Administration of Press and Publication. The comprehensive evaluation of it on "going out" project has ranked the third nationally and the first locally at the annual meeting of China Book International Project for four consistent years. The general copyright output of our company has kept the first place at Beijing International Book Fair for five successive years and topped the list for six straight years in domestic evaluation. Our company and the affiliated presses have been shortlisted to the “Key Enterprises of National Cultural Exports”, and some of our employees have been honored “The national Outstanding Copyright Manager” and “The Model of National Copyright Export and Import". Therefore, “Going out" has become a momentous content of the international development of our company.
  In order to speed up the development of social culture, further improve the "going out" of culture and upgrade the national cultural power, we have put increasing efforts in the enhancement of creative planning and project guiding though vision broadening, organizational guidance strengthening and integrated scheming, which has helped stimulate the enthusiasm and creativity of our employees and integrate resources for the construction of a better brand and corporate image. We also held a subject selection and planning competition on "going out" in 2012, which aroused great attention and wide participation of publishers and relevant departments and gathered a series of excellent ideas for publishing planning.
  Competition review
  This subject selection and planning competition aims at collecting market-focused and quality publishing programs and cultural products for the “going out” project, increasing the international awareness of Chinese culture, upgrading the competitiveness of cultural products and contributing to the construction of national cultural brand.   High standard with a vision for the future. A new standard has been set for the competition based on the corporate practice experience of “going out” project, from facilitating creative subject selection, business development and talent training of the company to contributing to the cultural export strategy, long-term publishing plan and key program storage improvement of the state, with the purpose of leading the competition into the system of “Going out” project. It therefore requires well-organized and fine scheming that could draw attention, arouse energy and stimulate creativity among the participants in order to make more backbone programs and cultural brands.
  Full mobilization under general guidance. In the beginning of 2012, the meaning, principle and requirements of the competition were introduced among the publishers. Besides, the general guidance of the competition was also clarified. They were: (1) introduce the splendid culture of China; (2) introduce the achievements since the reform and opening-up; (3) demonstrate the national image of our country which is prosperously developing, civilized and open, peaceful and harmonious; (4) reflect the core value of socialism; (5) present the development situation of Chinese politics, economy, culture, society and other fields; (6) reflect Chinese ethnic policy and national unity and solidarity; (7)promote cultural exchanges between China and other countries; (8) respond the concern from international community; (9) spread Chinese spirit; (10) promote Chinese academic and literary classical works that representing the essence of Chinese culture; (11) extend externally Chinese teaching and reading materials. All the rules have made the goal and highlights of the competition more specific.
  Themed training and expert direction. In order to make a better understanding of the meaning, principles and procedure of the “Going out” project among the editors and planners, Time Publishing Media Co., Ltd. held a series of themed training lectures which introduced the national macro policy, micro measures, key direction, implementing rules, main channels, successful experience and problem circumvention of the “going out” strategy, made the national strategy, cardinal principles, major support and expansion methods better understood, and the topic selection direction, planning priority and practical process more concrete, targeted and maneuverable.
  Active interaction and thorough argument. To look deeply into the motive and practical process of "going out" subject planning, assist publishers in analyzing the value of subjects selected in social and economic aspects, the members of the competition workgroup visited different publishers for the collecting of their consideration on subject selection and planning through face-to-face discussion, and received notable results. After that, the workgroup selected some subjects among those through further arguments and brought them to an expert forum that held on Beijing later, which enhanced the subject quality, specified subject positioning, optimized program design and implementation and facilitated the “going out” project.   Strict evaluation and sound awarding system. The competition has achieved remarkable results. A batch of quality and creative publishing programs were selected, most of which possessed distinct subjects, Chinese elements, feeling of modernity and market potential, such as Chinese Contemporary Spirit Series, Chinese Values, Chinese Economic Restructure Series, Chinese Contemporary Technological Symbols Series and Keep the Pace of the World – China’s Policies and Actions for Addressing Climate Change Document. The programs went through a series of strict evaluations according to their characteristics, degree of innovation, influence prediction and market potential, and were then selected for individual award or team award. The competition also set special prizes for outstanding individuals and units, which would be an important reference to staff promotion and professional-title evaluation. It motivated the enthusiasm and initiative of the staff and played a positive and effective role in the improvement of program planning, program competence and brand awareness.
  Construction of project library. Besides the subject projects selected during the competition, Time Publishing Media Co., Ltd. furthered to integrate and perfect relevant projects, which supplemented the major publishing system of the “12th Five-Year” Plan and improved the building of “going out” key project library. It also made steady headway in the support of staff, funds and projects, and worked hard on improving the entire “Going out” project and promoting the cultural power of China.
