巴黎备忘录港口国控制组织自2002年2月1日起,对船员证书符合STCW78/95公约情况进行了集中大检查。据PARIS MOU统计的数据显示,集中检查了2400艘船舶,其中853艘船舶至少有一名船员的证书未满足STCW78/95公约的要求,不合格率高达35.5%。PARIS MOU委员会主席ALAN CUBBIN说:如此之高的不合格率不是我们所期望的,让我们很是失望。我们关注到IMO宽限期(8月1日)到期时,还将有部分船员缺少必要的资格证书。除非这些船舶船旗国政府采取有力措施来改变目前情况,否则这些船舶将被滞留。
Since January 1, 2002, the Paris Memorandum of Understanding of the State of Port State Control conducted a centralized examination of the conformity of crew certificates to the STCW78 / 95 Convention. According to PARIS MOU statistics, 2,400 ships were inspected in a centralized manner. At least one of the 853 ships did not meet the requirements of STCW78 / 95 with a 35.5% failure rate. ALAN CUBBIN, Chairman of PARIS MOU Committee, said: "It is disappointing that such a high failure rate is not what we expect. We are concerned that at the expiration of the IMO grace period (August 1), some of the crew members will also lack the necessary qualifications. Unless the flag State Governments of these ships take strong measures to change the current situation, they will be detained.
