根据《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》,未来十五年我国要实现小康水平的第二步战略目标,并为实现第三步战略目标奠定基础。完成这一新时期的历史任务,关键是实现两个具有全局意义的根本性转变,一是经济体制从传统的计划经济体制向社会主义市场经济新体制的转变,二是经济增长方式从粗放型向集约型转变。“九五”计划和2010年远景目标作为我国社会主义市场经济条件下的第一个长期计划,作为一个跨世纪的发展规划,从制定到实施都具有重大的历史意义。学习好、认识好、宣传好这个宏伟的规划,是新闻界的同志们面临的一个新的重要任务。
According to the “Proposal of the CPC Central Committee and the Central Government on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010”, the second-step strategic objective of realizing a well-to-do level in the next 15 years and laying the foundation for the realization of the third-step strategic goal basis. The key to accomplish the historical task in this new period is to realize two fundamental changes with global significance. The first is the transformation of the economic system from the traditional planned economy to the new socialist market economy.
