党的十一届三中全会以来,我们在计划管理体制上打破了封式的局面,结束了它对国民经济的全面“统治”作用。特别是十二届三中全会党中央又制定了《关于经济体制改革的决定》,使计划体制改革的步伐进一步加快和深化,并取得了实质性的突破和效果。最近党的十三大对计划管理体制的改革提出了更高的要求,指出社会主义有计划商品经济,应该是计划与市场内在统一的体制。必须把计划工作建立在商品交换和价值规律的基础上,学会运用计划调节和市场调节这两种形式,实现“国家调节市场,市场引导企业”
Since the Third Plenary Session of the Eleventh Central Committee of the Party, we have broken the sealed-up situation in the plan management system and put an end to its overall “rule” over the national economy. In particular, the Central Party Central Committee of the Third Plenary Session of the Twelfth Central Committee has formulated the “Decision on the Reform of the Economic Structure,” further accelerating and deepening the pace of the planned system reform and has achieved substantive breakthroughs and effects. Recently, the 13th CPC National Congress put forward higher requirements on the reform of the system of program management. They pointed out that a planned commodity economy of socialism should be an internal unified system of planning and market. The planning work must be based on the exchange of commodities and the law of value, and learn to use both forms of plan adjustment and market regulation to achieve the goal of “regulating the market by the state and guiding the enterprises by the market”
