进入新世纪,日本对外经济战略几经波折,东亚共同体构想被搁置,参加跨太平洋战略经济伙伴关系协定谈判也因为国内存在不同意见而进展缓慢,目前又启动了日中韩自贸协定谈判。这反映出日本在亚太地区政治、经济格局调整过程中进行战略选择面临的困境,也反映了其试图在这场大国博弈中谋求本国利益最大化的立场。东亚政治、经济现实,使日本搁置了东亚共同体构想,但其加强东亚经济合作的思想并未改变。日本对美国“重返亚洲”主导推动的跨太平洋战略经济伙伴关系协定,表现出积极参与的意向。出于政治、经济两方面的综合考虑,推进对两个自由贸易协定的参与,将是日本今后对外经济战略的重点。
In the new century, Japan’s foreign economic strategy has experienced many ups and downs, the East Asian Community has been put on hold, and its participation in the negotiation of the Trans-Pacific Strategic Economic Partnership Agreement has also been sluggish due to the disagreement in the country. At present, it has also started the negotiation on Japan-China-South Korea FTA. This reflects the predicament Japan has faced in making strategic choices in the adjustment of the political and economic structure in the Asia Pacific region and also reflects its position in seeking to maximize its own interests in this big power game. The political and economic realities in East Asia have left Japan with the idea of an East Asian Community, but its thinking on strengthening economic cooperation in East Asia has not changed. Japan’s agreement on the strategic economic partnership for trans-Pacific domination led by the United States to “return to Asia” shows its intention to participate actively. For political and economic considerations, promoting the participation of the two free trade agreements will be the focus of Japan’s foreign economic strategy in the future.
