哈尔滨近代城市纪念日(原称城史纪元)的讨论开始以来,主要可分为三说:一为中东铁路说,该说又有1898年6月9日动工修建中东铁路和1903年7月14日中东铁路全线竣工之分.一为设治说,主要代表观点是1905年10月31日清政府批准设治哈尔滨关道(滨江关道)之日(由于对设治概念的理解不同,也有其它一些说法,勿庸赘述).一为开埠说,即1905年12月22日或1907年1月14日.三说之中,虽以持中东铁路之说者居多,但笔者是坚决不能苟同的.
