水资源费征收标准既是一个理论问题,更是一个涉及实践操作的现实问题。确定合理的水资源费征收标准是促进科学用水、节约用水的前提。本文根据我国《取水许可和水资源费征收管理条例》对水资源费征收标准基本原则的规定,围绕影响水资源费征收标准的主要因素,利用处理复杂系统的模糊数学模型,对不同地区的水资源价值进行综合评价,并以城镇居民用地表水为例,探索将水资源价值综合评价指数转化为征收标准,以期为各地制定科学合理的水资源费征收标准提供参考借鉴。
