文章通过水利企业运作现状的分析,阐明水利企业深化改革主要有产权制度改革和建立国有体制下的现代企业管理机制两种走向。指出水利企业深化改革要因地制宜,从实际出发,妥善处理好发展与稳定的关系,对规模较小、纯经营性的企业应实施产权改革,对具有一定规模或公益性较强的企业,则宜先建立起国有体制下的现代企业机制,待条件成熟后再实施产权改革。
Based on the analysis of the present situation of water conservancy enterprises, this paper clarifies that the reform of water conservancy enterprises mainly includes the reform of property rights system and the establishment of modern enterprise management mechanism under the state-owned system. It points out that the deepening reform of water conservancy enterprises should be based on the actual situation and properly handle the relationship between development and stability. For small-scale and pure-economy enterprises, property rights reform should be implemented. For enterprises with a certain scale or public welfare, First establish a modern enterprise system under the state-owned system and implement the property right reform when the conditions are ripe.
