当前我国基层医疗卫生绩效管理制度存在很多缺陷,需要不断完善绩效管理制度、采用先进的绩效管理手段。对于我国基层医疗卫生机构而言,在实行绩效管理制度时,最大的难点是绩效管理体制失调。为了有效解决这一困境,基层医疗卫生机构需要尽快落实改革工作。本文正是基于这一视角,围绕其实施绩效管理的困境进行阐述,分析了相应的改革对策,希望能给基层医疗卫生机构借鉴意义。
At present, there are many shortcomings in the performance management system of grassroots medical and health care in our country. We need to constantly improve the performance management system and adopt advanced performance management methods. For the grassroots medical and health institutions in our country, when implementing the performance management system, the biggest difficulty is the imbalance of the performance management system. In order to effectively solve this predicament, grassroots medical and health institutions need to implement the reform as soon as possible. Based on this perspective, this article elaborates the dilemma of implementing performance management, analyzes the corresponding reform measures, and hopes to provide reference to the primary health care institutions.
