基于已有政策共词网络研究基础上,以国家自主创新示范区科技创新政策为研究对象,提出了政策属性与关键词权重在网络分析中的影响和作用,进而引入扎根理论、词频分析和政策测量方法,建构基于政策属性与关键词权重的加权共词网络模型。模型构建之后,利用加权后的Ochiia系数计算关键词之间的距离建构关键词矩阵。基于加权共词矩阵进行结点分析和小团体分析,对比验证加权共词网络模型的可行性,同时在综合视角下展现了自主创新示范区科技创新政策的现状和不足,发现科技金融、产业发展和人才吸引与培养方面还存在改进空间,为后续的政策制定提供参考。
Based on the research of existing policy word network, this paper takes the S & T innovation policy of national SMP as research object, and proposes the influence and effect of policy attribute and key word weight in network analysis, and then brings in grounded theory, word frequency analysis and policy Measurement method to construct a weighted co-word network model based on policy attributes and keyword weights. After the model is constructed, the keyword matrix is constructed by using the weighted Ochiia coefficient to calculate the distance between the keywords. Based on the weighted co-word matrix, this paper analyzes the node analysis and small group analysis, compares and verifies the feasibility of weighted co-word network model, and at the same time shows the status quo and deficiencies of S & T innovation policy in the independent innovation demonstration area and finds that the development of S & T finance, There is still room for improvement in terms of talent attraction and training, which can provide reference for subsequent policy formulation.
