社会管理是党和政府的一项重要工作,社会管理能力直接反映党的执政能力。社会管理的成功与否事关党的执政地位的巩固,事关国家长治久安,事关社会安定有序,事关人民安居乐业。流动人口管理是社会管理的重要组成部分。改革开放以来,几亿农民流入城市,既为我国社会经济发展带来了前所未有的活力,同时也给经济社会管理带来了前所未有的挑战。服务管理好流动人口,已经成为加强和创新社会管理必须面对的重大历史课题。本文从坚持党的群众路线,创新流动人口服务管理,必须以人为本,把服务流动人口作为一切工作的出发点和落脚点;坚持党的群众路线,创新流动人口服务管理必须紧紧依靠群众,不断深化流动人口参与管理的程度;坚持党的群众路线,创新流动人口服务管理,必须从群众中来,到群众中去,努力提高流动人口的服务管理水平等三个方面系统地阐明了创新流动人口服务管理的目的和方法,对加强和改善当前的流动人口管理具一定的参考价值。
