在企业,特别是国有企业,随着市场经济体制的逐步建立,如何落实”全心全意依靠工人阶级“的方针,减少或避免官僚主义、决策失误和腐败现象,维护职工合法权益成为大家关注的焦点。近年来,重庆松藻煤电有限责任公司(原松藻矿务局)、四川煤矿建设第九工程处对此进行了有益探索和大胆实践,他们从建立领导班子保障机制、建立工会和职工参与机制、建立监督制约机制作为实践“三个代表”思想的大事来抓,使“依靠”方针在新体制中得到正常的运作。
