支撑“高薪养廉”论的论点:一是“高薪养廉是国际惯例”。对此,有两点需要说明:第一,国外公务员的薪金整体水平和绝对值确实高于国内,但是这一高薪现象既是历史造成的,更是与经济发展联系在一起的。第二,对国外公务员工资水平的各国工资结构中所处相对地位存在明显的误解。大多数国家均把公务员的收入水平限定在中等收入水平上下,个别国家如新加坡等略高于中等水平,但仍低于私人机构相应人员的收入水平。这才是真正的国际惯例,公务员“高薪”之说,只是臆造的“神话”。需要进一步指出的是,各国不约而同地以中等收入线作为公务
Support “High salary Lian Lian ” argument: First, “High salary Lian Lian is the international practice ”. There are two points to be clarified in this regard. First, the overall level and absolute salary of civil servants abroad are indeed higher than those in China. However, this phenomenon of high salaries is both historical and even more linked to economic development. Second, there is a clear misunderstanding about the relative status of the wage structures of various countries in the wage levels of foreign civil servants. Most countries limit the income of civil servants to middle-income levels. Some countries, such as Singapore, are slightly above average but still below the income levels of the corresponding personnel in the private sector. This is the real international practice. The civil servant’s “high salary” is just a hypothetical “mythology.” It needs to be further pointed out that all countries invariably regard medium-income lines as their official duties
