根据今年7月1日开始实施的《行政许可法》的有关规定,国家工商总局对广告行政许可项目进行清理,撤销了一些广告行政审批项目,调整转换了一些工作方式,拟定了一些新的广告管理制度。日前,国家工商总局刚刚公布并将于明年1月1日起施行的第16、17、18号令,即《广告经营许可证管理办法》、《印刷品广告管理办法》、《广告管理条例施行细则》,就是依照《行政许可法》规定、我国加入WTO的承诺、《广告法》、《广告管理条例》以及目前我国广告监管的实际情况而制订的。国家工商总局广告司广告管理处的三位同志,应本刊之约撰文对这3个规章予以简要介绍,供读者学习参考。
