The Asian financial crisis forced China’s exports into a dilemma: First, to lower the exchange rate, and second, to maintain the exchange rate unchanged. China chose the second road and therefore paid a huge price. At the current critical juncture, where the first road is difficult to pass and the second road is costly, the State Development Planning Commission Fei Baohua proposed a “third road” to explore the expansion of foreign trade. The so-called “third road” is a temporary, transitional road between the existing two roads. Therefore, it can be used as a theoretical discussion or policy proposal. it
