一、对搞好国有企业改革的重大意义需要再认识以党的十四大提出建立社会主义市场经济体制的改革目标为标志,我国经济体制改革进入向纵深发展的新阶段,这两年各方面改革取得了重要进展。对取得的成绩应当充分肯定,但不能估计过高。一个很重要的方面,就是国有企业改革步履缓慢,滞后于整个改革的进程。为此党中央决定,今年以深化国有企业改革为重点推进各方面配套改革,这是具有全局意义和战略意义的重大决策。以前,我们把价格改革作为经济体制改革成败的关键,现在看,搞好国有企业改革才真正是涉及全局的关键。第一,我们要建设有中国特色的社会主义,关键在于搞好国有大中型企业。我们国家的基本经济制度是以公有制为基础,而国有企业特别是国有大中型企业,又是国民经济中的骨干和主导力量,这是区别于其他社会经济制度的根本所在。国有企业搞不好,不能发挥其应有的优越性,就说不上建设社会主义,也就说不上建设有中国特色的社会主义事业。第二,我们要加快建立社会主义市场经济体制,关键也在于国有大中型企业改革取得实质

The significance of the reform of state-owned enterprises needs to be further understood as a sign of the reform objectives set forth by the Party’s 14th National Congress for establishing a socialist market economic system. China’s economic system reform has entered a new stage of in-depth development. The reforms have made important progress. The achievements should be fully affirmed, but they cannot be overestimated. One very important aspect is that the reform of state-owned enterprises has been sluggish, lagging behind the entire reform process. Therefore, the Party Central Committee has decided that this year’s deepening of the reform of state-owned enterprises should focus on advancing reforms in all aspects. This is a major decision with overall significance and strategic significance. In the past, we considered price reform as the key to the success or failure of economic system reforms. Now we must see that doing a good job in the reform of state-owned enterprises is really the key to the overall situation. First, the key to building socialism with Chinese characteristics lies in the success of state-owned large and medium-sized enterprises. The basic economic system of our country is based on public ownership. State-owned enterprises, especially state-owned large and medium-sized ones, are also the backbone and dominant forces in the national economy. This is the fundamental difference from other social economic systems. If a state-owned enterprise fails to perform its due advantages, it will not be able to build socialism, nor will it be able to build a socialist enterprise with Chinese characteristics. Second, we must speed up the establishment of a socialist market economic system. The key lies in the fact that reforms in large- and medium-sized state-owned enterprises have achieved substantial results.
