The Fifth Plenary Session of the 16th CPC Central Committee proposed that the construction of a new socialist countryside be solidly and steadily promoted in line with the requirements of production development, well-being of life, civilized rural areas, clean and tidy villages, and democratic management. This is a strategic decision made by the central government from the overall situation, the summing up of economic and social development experience, the analysis of the situation of rural reform and development, and the process of building a moderately prosperous society in all respects.
