执政不久的东欧各国新政府在施政纲领中都提出要从中央集中控制的计划经济转向市场经济。在具体做法上,由于情况各不相同,各国政府考虑问题的着眼点也不一样,所以东欧国家在走向市场经济的方法、步骤、速度、范围和目标方面也有很大不同。波兰的目标是自由市场经济。波兰政府的经济改革纲领规定:实行完全的市场经济,改变国家所有制占统治地位的状况,取消一切强制的调节,取消国家对外贸的垄断,彻底对外
In the policy agenda, the new government of all the Eastern European powers in power soon proposed that the planned economy shifted from the centralized control of the central government be shifted to the market economy. In practice, due to the fact that the situation varies from one country to another, the governments of different countries take different points of view in their consideration of the issue. Therefore, there are also great differences in the methods, steps, speed, scope and objectives of the market economy in Eastern European countries. Poland’s goal is free market economy. The Polish government’s economic reform program stipulates that the implementation of a complete market economy will change the dominance of state ownership, remove all coercive regulations and abolish the country’s monopoly on foreign trade and completely eliminate foreign trade
