同志们、战友们: 今天我和王佐书副主席以及会中央一行人来,一是对战斗在抗击非典第一线的同志们以及北京市民进各级组织、广大会员表示慰问和感谢,二是谈一谈由非典所引发的我对一些问题的思考,供同志们参考。刚才我们听了朱蓉先副主委以及三位第一线同志的发言,很受教育,很受鼓舞。这次非典的袭击,是对中华民族、对我们的共和国、对全国每个人全面的严重的考验,也是对我们民进的全面考验。考验我们什么呢?一,考验在突发的社会事件或灾害面前,现有的体制和机制能不能高效、成功地应对;二,考验社会制度是不是能够适应当代的形势,包括群体和个体成员对决策领导层的信任度、决策领导层调动和指挥各方力量的有效度;三,考验社会成员的心理、观念和习俗。从一个多月来的实践看,中华民族、中华人民共和国、我们的人民、我们的民进,都给出了合格的答卷,经受住了考验。中国民主促进会,作为中国共产党领导的多党合作制度中的一个参政党,在这场人类前所未有的灾害面前,和全国人民一样,众志成城,从容不迫,在中国共产党的领导
Comrades and comrades-in-arms: Today I, Vice Chairman Wang Zushu and one delegation of the Central Government come to visit. First, I express my condolences and gratitude to comrades who fought in the first line of fighting atypical pneumonia and Beijing citizens at all levels and members. Let me talk about some thoughts that I have caused by the SARS on some issues for my comrades to refer to. Just now we listened to the speech made by Zhu Rongxian, the vice chairman and three first-line comrades. We are greatly educated and very encouraged. The SARS attack is a grave and comprehensive test of the Chinese nation, our republic and everyone in our country. It is also a comprehensive test of our progress for the people. Test us what? First, the test in the face of sudden social events or disasters, the existing system and mechanism can be efficient and successful response; Second, the test of social system is not able to adapt to contemporary situations, including groups and individual members Trust in decision-making leadership, decision-making leadership mobilization and command of the effectiveness of all forces; Third, test the psychology of society members, concepts and customs. Judging from more than a month’s practice, the Chinese nation, the People’s Republic of China, our people, our people and the people have all given qualified answers and have stood the test of time. As a participating party in the system of multi-party cooperation under the leadership of the CPC, before the unprecedented disaster of mankind, the China National Democratic Construction Association, like all other people in the country, has joined the ranks of the Chinese Communist Party and is steadfast in its determination and leadership in the Chinese Communist Party
