世界反贪大会早已开过。我这里是建议开一个全国反贪大会。开这样一个大会的时机成熟了。从贪污受贿经济犯罪一方说,数额之大、涉及之广、气焰之嚣张、影响之恶劣,形势已经极其严峻;从反贪一方来说,中央一级领导一再表明决心,把问题提到亡党亡国危险这一高度,广大的城乡居民更是从切身利益和民族命运出发,同心共识,义愤填膺。我们这里党政各级各类会议,人大政协每年的例会,议题中都会涉及反贪斗争,但似乎从未开过反贪的专题大会;纪检监察司法部门可能就此开过工作会议,但专业会议不具备足够的群众性。我建议召开的以反贪为主题的专项的群众性的大会,应由有关部门和社会团体,加上专家(包括法学家、政治学家、历史学家及其他社会科学、人文科学学者)和群众参与,开成一个既是研讨又是动员,既有表彰又有批评的总结大会,誓师大会。不是搞大轰大嗡,而是在展示成绩的基础上,切切实实把反贪斗争推向更加深入的阶段。
