自第一轮义务教育课程教材编制以来,我国乃至世界都发生了巨大的变化,社会的新发展对人提出了许多新的要求,有些素质变得突出和重要了,而有些素质则变得似乎不像以前那么重要了。社会的飞速发展要求教育尤其是课程教材做出及时的反应,以满足社会进一步发展对人才的需要。另外,近十几年来,教育实践和教育理论也取得了巨大的发展,教师素质和办学条件不断提高,对素质教育和义务教育的理解进一步深化,尤其是课程与教学研究取得一系列重大进展,参与国际研究也日益频繁。
