1939年11日,刘少奇来到皖东定县山黄庄,主持和领导中原地区新四军部队和抗日根据地党的工作.到皖东不久,即筹划出版中原局机关报《抗敌报》江北版事宜.刘少奇认为办好报纸是中原局工作的重要内容之一.他要求新四军江北政治部、江北指挥参谋处和各地方党委要善于利用报纸指挥工作.为此,他指示“江北版”要直接宣传中原局的工作方针、工作进程和具体任务等.
