大学章程是介于国家教育法律法规和学校规章制度之间的规范性文件。因民办高校的性质、运行机制和经费来源不同于公办高校,民办高校章程也自有其特征。不同地域间民办高校的比较反映民办高校办学规范性参差不齐,且与国外的民办高校存在较大的差距。针对民办高校章程存在的问题,可采取强化民办高校举办者依法办学理念、增强民办高校章程的制定过程的民主性、对民办高校是否营利予以分类规范以及诊断并帮助民办高校完善内部管理体制等举措解决。
University charter is between the national education laws and regulations and school rules and regulations between the normative documents. Because of the nature of private colleges and universities, operating mechanisms and sources of funding is different from public colleges and universities, private colleges and universities also have their own characteristics. The comparison of private colleges and universities in different regions reflects the uneven standard of running a private university and there is a big gap with private universities in other countries. In order to solve the problems existing in the articles of association of private colleges and universities, we can adopt such measures as strengthening the idea of running private schools according to law, strengthening the democratic process of formulating articles of association in private universities, classifying the profits of private universities and diagnosing and improving the internal management system in private colleges and universities solve.
