世界上许多国家,都把发展现代远程教育作为构建终身教育体系,实现教育大众化,提高国民教育水平.增强综合国力的重要手段。面对教育发展的新形势,中央提出了“科教兴国”战略,1999年国务院批转《面向21世纪教育振兴行动计划》,把“建设现代远程教育工程”作为实施“科教兴国”战略的重要措施。同年,教育部正式启动了“中央电大人才培养模式改革和开放教育试点”科研项目,把这项试点作为实施现代远程教育工程的先期探索和高等教育人才培养模式改革的重要实验。这个实验是电大自身发展的一次重要机遇和严峻
