农村基层干部是乡村治理的主体,是保障农村社会稳定、促进农村发展和建设社会主义新农村的基础力量。调查发现,当前农村基层干部存在“有心无力”、“不划算”、“不得罪人”、“不出事”、“灰心”等复杂的心态。分析认为,农村社会变迁和税改后乡村治理体制转型是造成这种状况的客观原因。今后应从制度环境、政策环境、舆论环境和社会环境等层面改善基层干部生存和工作状况,促进农村稳定发展。
The grassroots cadres in rural areas are the main body of rural governance and the basic force for ensuring social stability in rural areas, promoting rural development and building a new socialist countryside. The survey found that the current grassroots cadres in rural areas have complicated mentality such as “feeling powerless ”, “not worth ”, “no offense ”, “no accident ”, “discouraged ” and other complex state of mind. The analysis shows that the social change in rural areas and the transformation of rural governance after tax reform are the objective reasons for this situation. In the future, the survival and work conditions of grass-roots cadres should be improved from the aspects of institutional environment, policy environment, public opinion environment and social environment so as to promote the stable development of rural areas.
