将“合作共治”的政社关系作为一种创新型策略提出来,既是为了适应制度环境变化、权力结构调整和组织使命趋同的现实需要,也是为了破除绝对权威崇拜、自身能力不足、警戒防范态度和法制保障滞后等制约因素的困扰。鉴于“合作共治”的政社关系并非自然生成,则需要从“合作共治”的前提——意识的培养、基础——互信的构建、核心——权责的明确、保障——法制的完善等四个维度对其实现路径进行深入探讨。
