第三次浪潮以后,知识经济以不可阻挡的势头朝我们走来。这一最新的经济形态将知识作为最主要的生产要素,将以信息产业为代表的高新技术作为经济增长的首要因素,使科技知识和人才成为支撑其发展的两大支柱。人才是智力资源的载体,知识经济的发展取决于智力资源的占有,因此,知识经济的核心在于能否拥有掌握了现代科技的人才,能否利用现代信息技术在更大的范围培养、交流和开发、利用人才。
