近年来,湖北省荆门市东宝区委组织部把上级要求与本地实际紧密结合,始终抓住“人”这个关键因素,提高素质、发掘潜能、放手使用、促其自律,走出了一条部风建设的新路子,形成了“以人为本,良性运作”的好机制,并取得了显著成效,值得我们学习和借鉴。 基本做法 (一)提高人的素质,为良性运作奠定基础 他们认为:良好部风重在建,人的素质是根本。只有每一个组工干部都具备了良好的政治、思想、业务素质,才能实现“管是为了不管,约束是为了不约束”的初衷。
