海关金单位兑换券,简称关金券,是国民党统治时期以中央银行名义发行的一种专门用于进口关税的票券。后来,随着使用范围的不断扩大,关金券由海关税收票券发展成为与法币并行使用的货币。第一次世界大战后,资本主义世界爆发了首次经济危机,很多国家的货币改用金本位,致使1929年金价上涨、银价暴跌,国民政府的关税收入也因此受到极大影响,国家财政大幅缩水。由于进口税需要一律征金,直接与国际黄金比价挂钩,因此关税改革迫在眉睫。1929
