20世纪90年代中期,当因特网这一全新媒体横空出世之际,一些人士乐观地认为,人类终于找到了一种消解霸权,实现平等和自由的传播媒介。因为因特网的传播性是开放与互动,每一个个体都可以在网上独立地获取和发布信息,这在理论上使得传播权的平等与普及成为可能。在传统媒体的传播格局中处于弱势地位的群体可以凭借因特网来弥合在国际信息传播上的不平衡状况。
At the mid-1990s, when the new media on the Internet was invented, some people are optimistic that humans have finally found a media that can heal their hegemony and achieve equality and freedom. Because the spread of the Internet is open and interactive, each individual can access and publish information online independently, which in theory makes the equality and popularization of broadcasting rights possible. Groups that are disadvantaged in the traditional media transmission can rely on the Internet to bridge the imbalance in international information dissemination.
