1991年11月1日,《科技日报》刊登了一条消息,醒目的黑体大字标题:“首钢实行生产科研一体化改革。”首钢在企业界率先进行这一改革,是对科技尽快转化为现实生产力的一次有益探索,目的是使科研与生产、专职人员与广大群众、引进吸收与自主研究更紧密地结合起来,使科学技术迅速转化为现实生产力。通过1991年的实践,科研生产一体化收到了很大成效。全年,共完成科研和新产品开发项目188个,比上年增长24.5%;其中,39项通过技术鉴定,比上年增长14.71%。向国家申请专利15项,有5项已获批准。职工提出合理化建议74800多条,已实施5122条,取得经济效益1.4亿元。在首钢增长的经济效益中,技术进步因素占60%以上,发挥了强有力的推动作用。科研面向生产——一体化结合点之一
